Ruttapol Naowarat, Minister of Justice, has announced that the Ministry of Justice is leading this effort to produce and distribute black mourning ribbons to citizens in various provinces. This initiative is a collaboration between officials and inmates in prisons and correctional institutions nationwide to honor Her Majesty Queen Sirikit, the Queen Mother.

The Department of Corrections is involved in this initiative, which aligns with the royal initiatives, aspirations, and policies of His Majesty King Bhumibol Adulyadej the Great, Her Majesty Queen Sirikit the Queen Mother, and the Royal Family. The royal family has demonstrated compassion towards all groups, including those who are incarcerated.
