Attawich Proposes Prison Conversion of Abandoned Oil Rigs to Alleviate Overcrowding

Bangkok: Mr. Atthawich Suwannabhakdi, a party-list MP and deputy leader of the Ruam Thai Sang Chart Party, proposed a novel solution to address prison overcrowding by converting abandoned offshore oil rigs into high-security prisons. This idea, presented at the 11th House of Representatives meeting, aims to house disgruntled Chinese nationals and VIP prisoners, alleviating the persistent issue of overcrowded facilities.

According to Thai News Agency, Mr. Atthawich highlighted his extensive experience monitoring prison conditions in Bangkok, identifying overcrowding as a critical issue, particularly in facilities detaining suspects awaiting trial. He noted that despite the use of electronic monitoring (EM) bracelets, the problem remains significant, especially in places like Bangkok Special Prison, which handles cases with lengthy judicial processes.

Mr. Atthawich urged the government to focus on improving existing prison infrastructure rather than constructing new facilities. By allocating budgets to enhance buildings, restrooms, and living conditions within current prisons, the quality of life for inmates could be improved, thereby reducing overcrowding.

He also addressed the issue of alleged special privileges for "VIP prisoners" and the "Chinese Tao" group, proposing their transfer to SuperMax or high-security facilities. The repurposing of abandoned oil rigs, a policy included in the Ruam Thai Sang Chart Party's election campaign, was suggested as a cost-effective alternative. With 190 abandoned rigs after concession expirations and PTT Exploration and Production Public Company Limited having already acquired 130, 60 rigs remain available for conversion. Utilizing just one rig could provide accommodation for approximately 300 prisoners at a lower cost due to existing demolition budgets.

Mr. Atthawich emphasized the importance of investing in reducing overcrowding and improving conditions in future budgets, ensuring the correctional system can efficiently and equitably house all inmates while maintaining security.
