Bangkok Moves to Regulate Waste Management Business with New Legislation

Bangkok: Bangkok is advancing efforts to draft new legislation aimed at regulating the waste business and enhancing the waste management system across the city. The new ordinance seeks to align the permitting, collection, transportation, and disposal of waste with existing laws to boost operational efficiency.

According to Thai News Agency, Mr. Pornprom Wikitseth, Advisor to the Governor of Bangkok and Head of Sustainability for Bangkok, led the inaugural meeting of the Committee for Drafting Bangkok Metropolitan Administration Ordinances on March 19, 2026. The meeting focused on controlling the collection, transportation, disposal, or profit-making activities related to waste and refuse management.

The committee reviewed existing laws regulating waste businesses, including the Public Health Act, the Act on Maintaining Cleanliness and Order in the City, and the Bangkok Metropolitan Administration Ordinances. Discussions centered on the rationale for amending the Bangkok Metropolitan Administration Ordinance on the Control of Businesses Responsible for the Collection, Transportation, or Disposal of Waste and Refuse, originally enacted in 1998.

The meeting also addressed the need for a new law to establish criteria, methods, and conditions for licensing waste management businesses. The aim is to ensure smooth, efficient, and legally compliant operations in Bangkok. Recommendations from the committee will be compiled and presented at the next meeting.
