Bangkok: The Cabinet has resolved to cancel MOU 44, emphasizing that this does not close the door to negotiations with Cambodia, but rather marks a shift in strategy towards using the international UNCLOS framework to protect national interests.
According to Thai News Agency, Ms. Ratchada Thanadirek, spokesperson for the Prime Minister's Office, revealed that during the Cabinet meeting, the decision was made to cancel the Memorandum of Understanding regarding the overlapping continental shelf claims between Thailand and Cambodia, known as MOU 44. This decision reflects a strategic shift to adopt a different approach for resolving the issue.
The key tool identified for enhancing national interests is the international legal mechanism under the United Nations Convention on the Law of the Sea (UNCLOS). This aligns with the proposals and information provided by Mr. Sihasak Phuangketkaew, Deputy Prime Minister and Minister of Foreign Affairs. The focus is on utilizing the UNCLOS framework, which offers a more systematic and comprehensive approach.
The cancellation of MOU 44 represents a 'framework adjustment' for cooperation rather than a termination of relations or negotiations. Thailand remains committed to discussions with Cambodia, now leveraging the clearer and more effective mechanisms under UNCLOS to address maritime issues.
