Cancellation of MOU 44 Sparks Concerns Over Security Framework Between Thailand and Cambodia

Bangkok: The recent cancellation of MOU 44, a significant memorandum of understanding between Thailand and Cambodia, has raised concerns over the future of security and negotiation frameworks between the two nations. Mr. Thitiwut Boonyawongvivachra, a lecturer at the Faculty of Political Science and Public Administration at Chiang Mai University, emphasized the necessity for Thailand to reassess its negotiation strategy. He noted that with "national interest and security" as Thailand's guiding principle, the critical question remains how much value Thailand places on preserving negotiation mechanisms, as the MOU served as a crucial framework for bilateral discussions.

According to Thai News Agency, the abolition of this framework necessitates the establishment of a "new mechanism" to support and ensure negotiations. Without it, Thailand may find itself ill-equipped to manage risks associated with international relations and border security. The Thai-Cambodian conflict could potentially extend beyond bilateral issues, with ASEAN likely stepping in to maintain regional stability. In the absence of a clear negotiation framework, there is also the risk of intervention by major global powers due to the existing geopolitical tensions.

The impact on border communities is another area of concern. Without the MOU as a guiding framework, the likelihood of future clashes may increase. Thus, the Thai government is urged to develop comprehensive crisis management plans that address potential short-term, medium-term, and long-term scenarios, ultimately elevating this to a national-level border crisis management strategy.
