Deputy Prime Minister Bowornsak Calls for Action on Southern Flood Lessons

Bangkok: Deputy Prime Minister Bowornsak emphasized the urgent need to implement lessons learned from the recent floods in the southern region. He stressed that any negligence leading to a crisis must result in accountability, with responsible individuals facing dismissal without investigation.

According to Thai News Agency, Bowornsak Uwanno addressed the issue of flood preparedness by highlighting the importance of translating lessons learned into actionable strategies. He pointed out that while lessons are often identified each year, they are rarely put into practice. He called for the development of comprehensive manuals for agencies, personnel, and the public, detailing preventative measures and evacuation procedures during flood scenarios. These guidelines, accompanied by documents, infographics, and videos, are to be widely distributed to ensure public awareness and safety.

Bowornsak warned that failure to act on these lessons would lead to serious disciplinary action against civil servants, advocating for immediate and decisive consequences. He emphasized that various types of disasters, such as tsunamis, earthquakes, fires, and wartime incidents, require specific preparations. He announced plans to present the outcomes of discussions with the State Audit Office Governor to the Cabinet on December 9th to demonstrate improvements in disaster response.

Addressing criticism from the opposition leader regarding military involvement in disaster relief, Bowornsak defended the decision to deploy military forces. He argued that the military, with its machinery and personnel, plays a crucial role in disaster management. He noted that relying on military support is often necessary, citing the cooperation with the Air Force during his recent visit to Hat Yai as an example. Bowornsak also emphasized that military personnel work tirelessly, including during power outages, to assist affected communities.

Bowornsak assured that the government’s plan to address these issues is not hindered by the short term of the current administration. He clarified that the initiative is not a financial endeavor but a memorandum of understanding, which remains valid even after the dissolution of the House of Representatives. The Cabinet resolution, he added, continues to hold authority.
