Bangkok, 'Jiraporn' announces good news: Online shopper protection law to be enforced on October 3rd Ms. Jiraporn Sindhuphrai, Minister to the Prime Minister's Office, revealed good news that according to the Contract Committee under the Office of the Consumer Protection Board (OCPB), which has approved the draft announcement related to consumers being able to request to view the product before paying for the product, for online purchases with cash on delivery, the chairman of the Contract Committee recently signed the announcement of the Contract Committee on "Initiating the Cash on Delivery Service Business as a Business Controlled by Items in the Receipt of Payment, B.E. 2567" on July 3, 2567. Ms. Jiraporn further revealed that the latest announcement of the Consumer Protection Board was published in the Royal Gazette on July 5 and will be effective from October 3, 2024 onwards. The effective date is after 90 days from the date of announcement in the Royal Gazette onwards to allow freight forwarders and related parties to have appropriate time to prepare. Ms. Jiraporn emphasized that this law will help solve problems for online shoppers by using the 'Dee-Delivery' measure, requiring delivery service providers who collect cash on delivery from consumers to specify details in the receipt of payment, such as the sender's name, surname, and phone number, parcel tracking number, parcel information, and the amount to be collected on delivery. Consumers will also have the right to refuse to accept the product or have the right to receive a refund, by requiring business operators to hold the money for 5 days before sending the money to the delivery provider, so that consumers have the opportunity to report the reason for requesting a return and a refund. It also gives consumers the right to view the product before paying for it by recording a photo or video as evidence. If the product does not match the order, consumers can refuse to pay and not accept the product, which will directly benefit the public who are co nsumers and will help solve the problem of being tricked into buying products through online channels.
