House Speaker Denies Bias in 400 Billion Baht Loan Issue

Bangkok: The Speaker of the House of Representatives has firmly stated his neutrality in the ongoing controversy surrounding the 400 billion baht loan, denying any support for the government's position. He emphasized that the decision on whether the motion regarding the loan is urgent will adhere to established procedures. The Speaker mentioned that if both sides' whips reach an agreement, the motion could be postponed without delay.

According to Thai News Agency, House Speaker Sophon Saram addressed concerns from the opposition about neutrality in using the parliamentary forum to examine the government's 400 billion baht loan under the Emergency Decree. He revealed that he had already forwarded the opposition's petition to the Constitutional Court for a verdict on the decree, fulfilling his responsibilities. Contrary to accusations of shielding the government, he explained that his previous remarks on the motion's urgency were based on procedural norms. He noted that a committee led by the Deputy Speaker reviews the urgency of such motions, and he merely communicated the established perspective without interference.

The Speaker highlighted that in parliamentary operations, his role is to facilitate cooperation between opposition and government representatives. Effective parliamentary proceedings require negotiations between both sides, culminating in a report to him that reflects mutual agreement. If no consensus is achieved, the parliamentary committee must assess the motion's urgency. Should it be classified as a general motion, it remains possible to delay its consideration pending further negotiations. The Speaker is confident that members comprehend this procedural framework.

The Speaker further clarified that the parliamentary process necessitates adherence to defined roles, responsibilities, and legal provisions. He questioned the duties of the Speaker and the respective responsibilities of the opposition and government, urging all parties to fulfill their roles efficiently. He expressed that no Speaker desires disorderly sessions; rather, everyone aims for smooth operations. Effective communication between whips from both sides is essential for achieving this, thereby minimizing public confusion.

He concluded by stating that political success hinges on achieving desired outcomes. While understanding politicians' perspectives, he emphasized the necessity of balancing both image and results for public benefit.
