Labour Minister Jullapan Outlines Policy Directives to Bolster Social Security System

Bangkok: Labour Minister Jullapan has issued a series of policy directives to the Social Security Office, focusing on restoring confidence, expanding coverage for modern workers, enhancing safety measures, preventing disease, and improving service quality across all aspects.

According to Thai News Agency, on May 11, 2026, Mr. Chulaphan Amornvivat, the Minister of Labour, engaged in a comprehensive discussion with the Workers' Compensation Fund Committee, the Social Security Committee, and various advisors. The meeting, held in the Somkiat Chayasiwong Meeting Room at the Social Security Office, aimed to develop effective policies and operational strategies to benefit employers, employees, and insured persons. The overarching goal is to enhance the quality of life for over 24 million Thai workers by building confidence in the system.

Mr. Chulaphan outlined four key missions during the meeting: restoring trust and transparency within the system; expanding coverage to include platform workers and gig workers; upgrading safety and disease prevention measures; and improving service delivery. He emphasized the importance of transparency and proactive communication to build trust among insured individuals.

The meeting also addressed the expansion of the insured base, focusing on platform and gig workers, who currently number over 300,000 and are expected to reach 1 million in the next few years. Efforts are underway to integrate migrant workers into the social security system, in line with international laws. The Minister highlighted "Quick Wins" in healthcare and welfare benefits to immediately enhance benefits for insured individuals without compromising fund stability. Additionally, he acknowledged existing issues with the SSO Core system and ongoing efforts to develop solutions.

Mr. Chulaphan discussed the 'CARE formula,' stating his intent to consider input from all stakeholders before making a decision. He stressed the need for the Social Security Office to be independent of political influence and indicated plans to upgrade the professionalism of its investment division. The election of the Social Security Board will proceed as per existing regulations, with the election committee scheduled to meet on May 12, 2026, to outline the election roadmap.

Concluding the meeting, Mr. Chulaphan affirmed the Ministry of Labour's commitment to collaborating with all sectors to develop a stable, transparent, and modern social security system. The focus is on providing Thai workers with sustainable security and welfare, thereby improving their quality of life.
