Nationwide Cell Broadcast Warning System Testing to Begin Tomorrow

Bangkok: Tomorrow at 1:00 PM, a new Cell Broadcast warning system will be tested across five key areas, aiming to enhance disaster communication capabilities nationwide. The initiative involves sending alerts to all mobile phones within designated test zones, including Chiang Rai, Ubon Ratchathani, Suphan Buri, Songkhla, and the Chaeng Watthana Government Complex in Bangkok, regardless of the phone’s sound settings.

According to Thai News Agency, Mr. Jirayu Huangsap, advisor to the National Disaster Prevention and Mitigation Command (DDPM), disclosed plans for the inaugural test of this system. The alerts are designed to inform the public promptly and clearly during potential disasters. Individuals in the affected areas should prepare for a distinctive sound alert, even if their mobile devices are on silent, to mitigate panic during this trial.

Mr. Jirayu emphasized the importance of public awareness regarding the test to prevent confusion. Collaboration with all communication platforms and government agencies is ongoing to ensure the public is informed. The trial will evaluate the speed and clarity of message transmission, aligning with the Prime Minister’s directive for rapid and precise disaster warnings.

The Cell Broadcast system utilizes cellular networks to deliver alerts rapidly to all mobile phones in a specific area without requiring prior registration or knowing the recipients’ phone numbers. This capability significantly enhances the efficiency of public warnings during disasters like earthquakes, floods, or major accidents. Unlike SMS, the system ensures delivery even if phones are turned off or on vibrate, providing a vibration and warning sound with a clear message.

Mr. Jirayu outlined plans for two additional tests. The second test, scheduled for May 7, will target five additional areas, including districts in Lampang, Nakhon Ratchasima, Nakhon Sawan, Surat Thani, and Bangkok. This medium-level test will extend to all villages, communities, and sub-districts within these districts.

The third and largest test will occur on May 13, covering five whole provinces: Chiang Mai, Udon Thani, Phra Nakhon Si Ayutthaya, Nakhon Si Thammarat, and Bangkok. Following these tests, the Department of Disaster Prevention and Mitigation plans a comprehensive national system test across all 77 provinces.
