Parliament Postpones Debate on 400 Billion Baht Loan Decree to June 4

Bangkok: Parliament postponed the debate on the 400 billion baht loan decree to June 4. Parit thanked the government's whips for smooth coordination and agreement on the urgent matter.

According to Thai News Agency, during the House of Representatives meeting chaired by Deputy Speaker Lertsak Pattanachaikul, Pakornwut Udompipatkul, a party-list MP from the People's Party, proposed changing the agenda to prioritize the motion to establish a special committee to investigate the use of the 400 billion baht loan under the Emergency Decree. The decision would be made at the next meeting, as Speaker Sophon Saram had not ruled the motion urgently and had the whips from both sides consider it. They agreed that the motion would be the first item on the agenda at the next meeting, as if it were urgent, and that if it couldn't be considered at the June 4th meeting, it could be moved to the next session.

Mr. Koravee Prisnanantakul, MP for Ang Thong and Chief Government Whip of the Bhumjaithai Party, argued that discussions had taken place between the whips of both sides regarding the motion, and they had agreed to move it up for consideration after the previously postponed motions. Mr. Parit Wacharasindhu, MP (List System) of the People's Party and Chief Opposition Whip, argued that since the motion has been moved up to the first item in the next session on June 4th, if it is not completed on that day, it should be continued at the following session on Wednesday, June 10th. However, he thanked the government whips for their smooth coordination, acknowledging their agreement on the urgency of the matter. He also expressed concern that the smooth agreement and cooperation between the two whips should not undermine the established precedent that urgent matters should be decided by the Speaker of the House from the outset so they can be included as prior items on the agenda. Finally, he urged the Speaker and Ms. Malika Chiraphanvanich, First Deputy Speaker, to consider whether, in the future, any matter requires a ruling on its urgency. He would like to see the proposer of the motion invited to participate in the discussions on the responsible committee, in order to prevent such problems from happening again in the future.

Mr. Koravee stated that he had no objection to considering the motion on Thursday, June 4th, or Wednesday, June 10th. However, regarding whether it was classified as urgent or not, he clarified that the right to consider it did not rest with them, but with the Speaker of the House. Since the Speaker deemed it not urgent and after discussion, decided to move the motion up for consideration, he requested a clear understanding of this. Meanwhile, Mr. Lertsak stated that the Speaker's decision should remain in effect for now, and that the Speaker would likely make a new decision on any new issues that may arise.
