Bangkok:Parliament was thrown into chaos as members debated the powers of the Committee Chairman, prompting MPs from the People's Democratic Party to request a quorum count. Pakornwut, an MP, suggested continuing the meeting after determining there were enough votes, emphasizing the need for cooperation despite boos from the chamber. Mallika, the First Deputy Speaker, warned all parties to be prepared, asserting that those who were confident had nothing to fear. Ultimately, a quorum was established with 297 votes, allowing the meeting to proceed.
According to Thai News Agency, during the House of Representatives meeting chaired by First Deputy Speaker Mallika Chiraphanwanich, a discussion ensued over the authority of the committee chairman as MPs from the People's Party brought up the issue. Ekkarach Udomamnuay, an MP from Bangkok, requested a vote on next week's agenda items, highlighting the need for clarity on the chairman's powers.
Mallika noted that while the roles of the committee chairman and the Speaker of the House are similar, they are not identical. She expressed reluctance to discuss the issue further in the main meeting room, as it had already been debated extensively.
Regulations governing meetings were cited by Mr. Ekkarach, arguing that if the Speaker of the House can set agenda items, so should the committee chairman. However, Thanayot Timsuwan, an MP from the Bhumjaithai Party, countered that the authorities differ, referencing Regulation 22 which does not extend the same powers to committee chairmen.
Mallika emphasized the importance of neutrality in committees, noting that previous terms did not encounter these issues. She suggested that understanding one's role could prevent problems.
Pakornwut Udompipatkul raised concerns about a circular letter from Mr. Sophon Saram, the Speaker of the House, which reportedly caused concern among officials. He stressed the need for adherence to regulations to avoid practical issues due to quorum concerns.
Mallika clarified that there had been no prior issues with resolutions and instructed committees to report overlapping matters by Friday. She scheduled a meeting of committee chairpersons to address complex issues and ensure smooth proceedings.
The meeting continued with the consideration of a report on the National Health Security System for fiscal year 2024. Nonth Paisanlimcharoenkit requested a quorum count, and while Thanayot indicated Bhumjaithai Party's compliance, Nonth clarified it was unrelated to the chairman's authority issue, leading to protests from People's Party MPs.
Pakornwut advocated for continuing the meeting given the positive atmosphere and sufficient MP presence, eliciting boos. Mallika reminded MPs that quorum counts were a valid tactic and urged readiness for potential counts.
The quorum was finally met, allowing the meeting to advance to the next agenda item.
