Phumtham Clarifies Troop Withdrawal at Ta Muen Thom

Surin: “Phumtham” explains that the withdrawal of troops from Prasat Ta Muen Thom was just following the old MOU 43, not causing Thailand to lose territory. He asked for a stop to the hype of news that would shake the government.

According to Thai News Agency, Mr. Phumtham Wechayachai, Deputy Prime Minister and Minister of Defense of Thailand, addressed concerns following reports from an academic claiming that the ordered retreat of troops from Prasat Ta Muen Thom, Surin Province, might result in Thailand losing the territory. Mr. Phumtham clarified that during the General Border Committee (GBC) meeting between Thailand and Cambodia, discussions were held with General Tea Sayha, Cambodia’s Deputy Prime Minister and Minister of Defense, and other Cambodian military leaders.

The Thai delegation, led by Mr. Phumtham, included the Deputy Minister of Defense, the Permanent Secretary of Defense, the Commander-in-Chief of the Armed Forces, the Commander-in-Chief of the Royal Thai Army, and representatives from the Navy and Air Force. Mr. Phumtham emphasized that the discussions were transparent, with all parties present as witnesses.

He further explained that a “Four Eyes” meeting took place, involving a one-on-one discussion with the Cambodian Deputy Prime Minister, accompanied by a military officer who documented the proceedings. Initially, the meeting format was 1+2, but later adjusted to 1+1 due to seniority considerations, ensuring no personal discussions were held.

The content of the discussions revolved around reverting to MOU 43, which outlines demarcations for a No Man’s land yet to be finalized. The GBC meeting agreed on the withdrawal of troops per MOU 43 and the 2019 agreement, with future detailed discussions planned. The Army Commander will oversee the implementation.

Mr. Phumtham clarified that troop withdrawal does not imply a complete retreat but pertains to those who advanced beyond initial positions. Prasat Ta Muen Thom remains under Thai protection, with plans to discuss the specifics of future troop movements. The 2nd Army commander has already occupied areas encroached upon, in line with agreements, maintaining territorial integrity.

He assured that there was no sale of land to foreigners and that military orders were clearly followed. The supreme and army commanders are aligned with this understanding. Mr. Phumtham also expressed disappointment over misleading news reports and speculated on attempts to destabilize the government.
