Bangkok: Deputy Prime Minister and Minister of Interior, Phumtham Vejjayachai, as acting Prime Minister, has denied rumors of transferring the Permanent Secretary of the Ministry of Interior, emphasizing that any civil servant found to be neutral will face prosecution under Section 157. He stated that the transfers of civil servants from various ministries, excluding the Interior Ministry, are set to be completed by August, with officials ready to assume their duties by October 1.
According to Thai News Agency, Phumtham clarified that today’s Cabinet meeting agenda includes proposals for transferring civil servants, but the Permanent Secretary of the Ministry of Interior will not be among them. He mentioned that he has already engaged in discussions with directors-general and relevant personnel across various sections to ensure a seamless workflow. While he assured there are no immediate plans to transfer anyone, he remained open to considering actions if any inappropriate conduct is observed.
Phumtham stressed the urgency of completing the transfer processes before September, instructing all ministries to expedite their operations to avoid any delays in duties by October 1. He has directed government agencies to identify suitable candidates for appointment, aiming for completion by mid-August. This approach aligns with the administrative procedures, ensuring that all levels of transfers and appointments are finalized in a timely manner.
Addressing the issue of neutrality during the transfer process, Phumtham indicated that any neutral stance would necessitate immediate action. He expressed that this approach is not a new tradition but rather a continuation of past practices, albeit with a more efficient timeline. Once the transfers are finalized and endorsed by royal decree on October 1, officials can commence their responsibilities without delay.
Phumtham also addressed concerns about the deputy permanent secretary involved in the Alpine land revocation, indicating that he would scrutinize several issues, including the Khao Kradong and Alpine land matters. He committed to legal proceedings against any negligence of duty, ensuring adherence to the law and administrative orders. Should any problems arise, he is prepared to initiate immediate transfers, emphasizing that any neutrality is a breach of Section 157 and warrants criminal proceedings.
Phumtham concluded by reassuring that the current transfer and appointment process is ongoing and will involve several ministries, excluding the Ministry of Interior. The intention is to ensure all officials are equipped to perform their duties effectively amidst the existing challenges.
