Bangkok: The Prime Minister proposed that the Senate consider a draft law on budget transfers, emphasizing the need for efficient use of funds to maximize benefits for the public. Today, Mr. Anutin Charnvirakul, Prime Minister and Minister of Defence, attended the 27th extraordinary session of the Senate (First Ordinary Session of the Year) to consider the draft Budget Transfer Act B.E. .... which has already been approved by the House of Representatives.
According to Thai News Agency, the Prime Minister stated that, as a representative of the government, he would like to present the draft Budget Transfer Act of the fiscal year .... to the President and members of the Senate. The House of Representatives passed the Budget Transfer Act of the fiscal year .... on June 25, 2026. This involves transferring the annual budget expenditures of fiscal year 2026 from certain budget-receiving units totaling 10,328,065,100 baht to be set aside as a central budget reserve fund for emergencies or necessities. This move aims to cover expenses for addressing, restoring, and mitigating the impact of various crises, including other urgent or necessary emergencies.
The draft law outlines that recurring expenses in all budget categories that have not yet been disbursed and have no obligations, such as expenses for seminars, training, public relations, and official travel abroad, will be reconsidered. Additionally, capital expenditures that cannot be announced for tender or procurement by June 2, 2026, or those considered unnecessary by the budget-receiving unit, will be postponed or canceled without causing damage to the government. The government has considered the management of expenditure budgets in the third and fourth quarters of the fiscal year while drafting this act, aligning with necessary state policies to provide public services, support welfare expenses, and create jobs and income at the local level.
The House of Representatives approved the draft Budget Transfer Act B.E. ... as considered by the Ad Hoc Committee on the Draft Budget Transfer Act B.E. ..., without any amendments. The Prime Minister expressed gratitude to the President and all Senate members for considering the draft Budget Transfer Act of 2023. The government will consider all comments, suggestions, proposals, and concerns offered by the Senate members to ensure cost-effective budget spending that benefits the nation and its people.
