Sophon Seeks Constitutional Court’s Interpretation on 400 Billion Baht Loan Decree

Bangkok: Sophon has submitted a petition to the Constitutional Court requesting an interpretation of the 400 billion baht loan decree. The Speaker of the House of Representatives has forwarded the opposition's petition seeking an interpretation of the 400 billion baht loan decree to the Constitutional Court, delaying its inclusion on the parliamentary agenda.

According to Thai News Agency, the submission was made by opposition MPs, led by Mr. Nattapong Ruangpanyawut, a party-list MP and leader of the People's Party. The petition was submitted through Mr. Sophon Saram, Speaker of the House of Representatives, on May 11th. The request is for the Constitutional Court to rule on whether the Royal Decree authorizing the Ministry of Finance to borrow 400 billion baht to address the energy crisis and facilitate the country's energy transition in 2026 violates Article 172 of the Constitution.

Latest reports indicate that Mr. Sophon submitted the petition to the Constitutional Court on May 12th, and the Constitutional Court's office has already registered it as a formal receipt. While the government submitted the 4 million baht emergency decree for inclusion on the parliamentary agenda on May 11th, Mr. Sophon has not yet ordered its inclusion. This is because he is following parliamentary procedures, which state that if a member files a petition with the Constitutional Court for interpretation, even though inclusion on the agenda is possible, to ensure compliance with the Constitution and maintain order, he will wait for the Constitutional Court's ruling before proceeding.
