Speaker Receives Public Confirmation of Draft PRTR Act

Bangkok: The Speaker of the House of Representatives, Mr. Sophon Saram, has received confirmation from the public regarding the draft PRTR Act. This development marks an important step in the legislative process, as the draft seeks to address the reporting and disclosure of pollutant releases and transfers.

According to Thai News Agency, the draft Act on Reporting and Disclosure of Pollutant Releases and Transfers, known as the PRTR Act, was initially accepted in principle by the House of Representatives on September 5, 2025. The proposal, submitted by Ms. Penchom Saetang and supported by 11,685 eligible voters, was considered alongside another draft focused on environmental pollutant transfer reporting, proposed by the People's Party. A special committee was tasked with reviewing both drafts, prioritizing the People's Party's version. However, the legislative process was halted following the House's dissolution.

In light of these events, Ms. Penchom Chaetang, representing the petitioners, has reiterated the need for the draft Act on Reporting and Disclosure of Information on the Release and Movement of Pollutants B.E. .... to be reconsidered. This action aligns with Section 14 of the Petition for Legislation Act, which allows for a draft bill to be resubmitted within 120 days if previously dropped due to the dissolution of the House and lack of initiative from the new Cabinet. The Speaker of the House is now expected to follow procedural rules to advance the bill's consideration.
