Thailand Collaborates with IMF and World Bank to Combat Financial Fraud

Bangkok:The government emphasizes Thailand's collaboration with the International Monetary Fund (IMF) and the World Bank to combat online financial fraud. Ekniti is set to launch the Bangkok Blueprint today, which includes 12 guidelines for prevention, detection, and victim support, aiming to enhance cooperation against transnational financial scams.

According to Thai News Agency, Ms. Lalida Periswiwatana, Deputy Spokesperson for the Prime Minister's Office, announced that Thailand is advancing international cooperation to tackle online financial fraud, a significant issue that damages the public and undermines confidence in the digital financial system. The 'Bangkok Blueprint for Fraud-Resilient Financial Services,' developed with the IMF, World Bank Group, and Bank of Thailand, focuses on prevention, detection, response, and recovery from financial fraud through cross-border cooperation.

Mr. Ekniti Nitithanpraphas, Deputy Prime Minister and Minister of Finance, will deliver opening remarks at the forum today, as part of the IMF-World Bank Annual Meetings 2026. Mr. Vitai Rattanagorn, Governor of the Bank of Thailand, along with executives from the IMF and World Bank and representatives from foreign central banks, will discuss enhancing financial system security in the digital age.

The Bangkok Blueprint includes 12 policy considerations for systematically addressing financial fraud, covering national strategy formulation, legal and regulatory development, prevention and detection of risky transactions, incident response, recovery, consumer protection, and financial literacy. Collaboration among governments, financial institutions, telecommunications providers, digital platforms, and international organizations is emphasized.

Ms. Lalida noted the increasing sophistication of financial fraud schemes, which exploit interconnected channels like banks, mobile phones, and social media, allowing money to move quickly across borders. Therefore, prevention must involve more than public caution; it requires enhancing the responsibility of service providers, developing anomaly detection systems, and strengthening security measures to mitigate damage swiftly.

Thailand has experience in combating financial fraud, including managing mule accounts, securing mobile banking, and establishing shared responsibility frameworks among financial institutions, telecommunications providers, and digital platforms. The Bangkok Blueprint will enable countries to exchange experiences and cooperate in preventing cross-border financial crime.

The Deputy Spokesperson highlighted that combating financial fraud involves protecting the public before incidents occur and after damage is done, with processes for detecting and blocking suspicious transactions and assisting and compensating victims according to guidelines. Financial security requires cooperation from all sectors in the digital financial system.

Thailand's development of the Bangkok Blueprint with the IMF and World Bank Group demonstrates its role in promoting solutions to global problems. The government prioritizes creating a secure, confident digital financial system and fostering international cooperation against evolving financial crimes.

The Bangkok Blueprint is a policy framework adaptable to each country's context and laws, not a declaration of new legislation or enforcement measures, and does not guarantee victim reimbursement in all cases. Implementation in Thailand must comply with existing laws and regulations.
