Thailand Implements Export Control Measures to Stabilize Palm Oil Prices

Bangkok: Measures have been implemented to control crude palm oil exports to prevent an impact on the prices of bottled palm oil and farmgate-gate palm oil. The Director-General of the Department of Internal Trade announced measures to control crude palm oil exports to prevent negative impacts on palm oil prices and farmgate prices for farmers.

According to Thai News Agency, Mr. Witiyakorn Maneenet, Director-General of the Department of Internal Trade, revealed that due to rising global oil prices resulting from tensions in the Middle East, the energy sector is likely to increase the proportion of biodiesel used. Given Thailand's high consumption and export of crude palm oil, the government needs to manage the overall palm oil supply balance to ensure sufficient quantities for domestic consumption and energy use, while simultaneously maintaining price stability for palm fruit to prevent fluctuations and ensure fair income for farmers.

The Central Committee on Prices of Goods and Services (CCPG) issued Announcement No. 1 of 2026 concerning the control of crude palm oil exports. This upgrades regulatory measures, requiring exporters of crude palm oil to obtain prior permission from April 7, 2026 onwards, a change from the previous requirement. The measure prioritizes the interests of palm oil farmers, maintaining fair and appropriate palm fruit prices to prevent oversupply and price volatility, alleviating concerns that this measure would lead to a price drop. Regarding bottled palm oil, the Department of Internal Trade confirms sufficient quantities to meet domestic demand.

Regarding the palm oil production and stock situation in 2026, data from the Office of Agricultural Economics (OAE) reports the following: Oil palm (fresh fruit) production is estimated at 21.87 million tons, with approximately 3.94 million tons of crude palm oil (CPO) expected to be extracted. As of February 2026, crude palm oil stockpiles were approximately 0.371 million tons, which remains at an appropriate level.
