Bangkok:Thailand introduced the "Bangkok Blueprint for Fraud-Resilient Financial Services" during the 2026 IMF-World Bank Group Annual Meetings. The initiative presents 12 core principles aimed at addressing cyber threats and cross-border financial scams.
According to Thai News Agency, Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas stressed the importance of international cooperation to tackle global financial fraud, which results in estimated losses of $1 trillion annually, or about 3% of global GDP. He explained that financial fraud often transcends borders, with victims, perpetrators, and financial routes spanning multiple countries, thereby rendering isolated national efforts inadequate.
The Bangkok Blueprint is based on three primary pillars adopting a systemic approach to clarify provider accountability and victim recovery, enhancing international cooperation, and developing a flexible framework that considers different legal structures across jurisdictions.
Bank of Thailand Governor Vitai Ratanakorn noted the significance of the collaboration with the World Bank and IMF, stating that the blueprint will serve as a long-term reference. Countries can utilize the 12 principles to adapt to their national contexts and build systems to prevent fraud scams.
IMF Managing Director Kristalina Georgieva commended the initiative as a significant outcome of the 2026 annual meetings, emphasizing that its success will be measured by a reduction in financial cybercrime as nations adopt the outlined standards.
