Rayong: Xin Ke Yuan Steel Co., Ltd. has submitted a formal petition to the Permanent Secretary of the Ministry of Industry, urging for clarity and guidance on the removal of "red dust," a byproduct from the factory's air pollution control system. Despite the Department of Special Investigation (DSI) ending its probe and the Department of Industrial Works granting permission for the factory to resume operations, the company reports a lack of progress in obtaining the necessary permits for red dust disposal.
According to Thai News Agency, Xin Ke Yuan Steel Co. has been embroiled in an ongoing issue since April 2025, when the Rayong Provincial Industrial Office initially seized the red dust over concerns about its origin. Although the DSI later found insufficient evidence of legal violations, resulting in the investigation's termination, the ambiguity surrounding the disposal process persists. The company claims that despite the revocation of the red dust seizure order in January 2026, its application for disposal remains unapproved.
The steel company highlights that while operations have resumed, it has consistently adhered to government directives and submitted multiple follow-up requests. However, as of the recent communication with the Ministry of Industry, Xin Ke Yuan has received no updates or explanations regarding further requirements or the approval status of its application.
Citing the Public Licensing and Service Facilitation Act B.E. 2558 (2015), the company emphasizes the legal obligation of government agencies to process applications within designated timelines and communicate progress, aiming for transparency and efficiency. The letter to the Permanent Secretary is described as a factual report and plea for assistance, rather than an accusation against any agency. Xin Ke Yuan seeks to ensure that the approval process aligns with legal and policy standards, reducing public concerns about fairness and transparency.
