Bowornsak Leads Committee Meeting to Address Flood Management Challenges

Bangkok: Bowornsak Uwanno, Deputy Prime Minister, convened a meeting of the committee tasked with reviewing lessons learned from recent flooding events, highlighting the need for improved management and coordination. He expressed concerns over Thailand’s existing legal frameworks and the multitude of agencies involved, which he believes are not functioning as effectively as they should during emergencies.

According to Thai News Agency, Prime Minister and Minister of Interior Anutin Charnvirakul chaired the meeting of the Committee on Lessons Learned and Flood Preparedness, following his recent appointment. The session, which included deputy prime ministers, military officials, telecommunications authorities, ministry representatives, and local government figures, aimed to address the increasing likelihood of future flood events due to climate change. The committee’s goal is to develop a robust disaster prevention and mitigation strategy within a three-month timeframe.

Deputy Prime Minister Bowornsak Uwanno, representing the Prime Minister, emphasized the necessity of institutional learning from past floods, notably the significant events in Songkhla Province and 2011. The Prime Minister had underscored the importance of institutionalization and training, prompting the inclusion of key ministers, civil servants, and experts in the meeting.

Bowornsak highlighted the need for a comprehensive manual to guide public and government response during emergencies. He pointed out that despite Thailand having a range of laws related to emergencies and disaster management, there is a lack of clarity in authority and decision-making when disasters strike. Drawing lessons from Japan’s disaster management practices, Bowornsak stressed the importance of training and preparedness to minimize damage.

The meeting aimed not only to address the immediate flooding issues in Hat Yai but also to establish long-term preventive measures. Bowornsak expressed gratitude to the experts and government representatives involved, emphasizing the technical nature of the committee’s work and the importance of collaborative efforts in improving Thailand’s disaster response capabilities.
