House Speaker’s Open Letter Addresses Committee’s Power and Rule of Law

Bangkok:House Speaker Sophon Saram issued an open letter clarifying the parliamentary committee's working methods and affirming adherence to the rule of law, emphasizing that there is no limitation on the committee's power to scrutinize the executive branch.

According to Thai News Agency, Sophon addressed several key issues in response to criticisms that the committee's methods limit scrutiny powers and suggest authoritarianism. He clarified that the guidelines are not new rules but are based on existing procedures that most standing committees already follow.

He further explained that the power to investigate and summon individuals or documents rests with the committee as a group, not with individual chairpersons. Recent conflicts within some committees arise from misinterpretations of constitutional duties and powers, which can be resolved through consultation.

Sophon emphasized that adherence to laws is about making scrutiny of the executive branch legal and legitimate, ensuring effective cooperation without discrimination. Coordination among committees on overlapping issues is aimed at efficiency, not diminishing scrutiny power.

He concluded by stating that democracy relies on majority rule while respecting the minority, and his clarification aims to foster understanding and benefit society. The regulations in question remain effective as they have not been amended since their issuance in 2019.
