Koravee Prisnanantakul Discusses Sin Tax Legislation and Local Government Reforms

Ang Thong:Mr. Koravee Prisnanantakul, MP for Ang Thong Province and Chairman of the Government Coalition Coordination Committee, has provided insights into the ongoing legislative discussions concerning sin taxes and local governance.

According to Thai News Agency, Mr. Koravee emphasized that the four draft laws aimed at revising sin taxes, which involve financial matters, require the Prime Minister's signature before being placed on the parliamentary agenda. He assured that the objective is not to favor private companies but to ensure the funds are used transparently and accountably.

In recent committee discussions, key legislation under consideration includes the Land Transport Act, which seeks to decentralize bus operation authority to the provinces, thereby enhancing public transportation convenience. Amendments to the local government examination system were also deliberated, with a focus on improving efficiency and addressing previous corruption issues. Parliament agrees that the revised system should select candidates who meet local needs more effectively.

Regarding a postponed meeting scheduled for October 2nd, Mr. Koravee mentioned that its agenda has been moved to the regular schedule, pending discussions on a new special meeting date. The rescheduling depends on when the opposition submits a no-confidence motion.

On proposed laws, Mr. Koravee addressed criticisms surrounding the draft Health Promotion Fund Act and other related legislation. These proposals, which are in the public consultation phase, aim to utilize annual budgets instead. The process involves submitting the bills to the Prime Minister for approval before they return to Parliament.

Mr. Koravee clarified that the sin tax proposals, primarily from Bhumjaithai Party MPs, are intended to ensure fairness and accountability in fund allocation. The aim is to centralize funds and require organizations to submit budget requests, thereby promoting transparency.

He also noted uncertainty regarding whether sin tax revenues would be centralized or placed into a special fund but assured that these matters would be thoroughly debated in Parliament. The legislative process involves amending several existing laws to streamline the use of sin tax revenue efficiently, with multiple draft laws being considered simultaneously to address the issue comprehensively.
