Bangkok: The Election Commission of Thailand (ECT) has released its distribution guidelines and approved flood relief measures ahead of the upcoming election period.
According to Thai News Agency, the ECT has outlined the necessary regulations for Subdistrict Administrative Organization (SAO) candidates, political parties, MPs, and political officeholders regarding the distribution of goods and the approval of flood relief projects. The commission emphasizes strict adherence to the law during the election period to prevent any accusations of favoritism.
The ECT’s announcement includes a detailed press release that clarifies election campaign guidelines and disaster relief measures for those seeking election as ECT members, ECT presidents, ECT secretary-generals, political parties, and other individuals involved in elections. It specifically addresses disaster relief efforts, often misunderstood as incentives for voting, to ensure compliance with legal standards.
Council members and subdistrict administrative organization presidents, whose terms expire on November 27, 2025, must adhere to the election regulations as they prepare for elections scheduled for January 11, 2026. Candidates may begin campaigning 180 days before their term expires, from May 31, 2025, to January 10, 2026. During this period, candidates and those involved in elections must not engage in activities that could be construed as vote inducements, such as giving gifts or organizing entertainment.
For those holding positions in SAOs, additional restrictions apply during the final 90 days before their term ends, from August 29 to November 26, 2025. Any approval of new projects or activities must be conducted with caution to avoid any violation of the law, especially those actions that could sway public opinion.
The guidelines provide exceptions for relief projects, ongoing projects, and those in accordance with Cabinet resolutions. Local administrative organizations may assist disaster victims under their official duties, ensuring no connection to election campaigns.
Political parties and officeholders are permitted to donate for disaster relief within set financial limits, ensuring compliance with ECT regulations. Donations exceeding the specified amounts must be factored into election expenses, with penalties imposed for non-compliance, including potential imprisonment, fines, and revocation of voting rights for violations under the Organic Act on the Election of Members of Parliament.
