According to Thai News Agency, Mr. Chayachai Saeng-in, Governor of Samut Songkhram Province, called an urgent meeting because the issue was affecting the local economy, especially "coconut water," which is a key economic product and a source of pride for the people of Samut Songkhram. During an inspection on April 2nd, two coconut processing plants were found to fail to meet GMP (Good Manufacturing Practice) standards, constituting violations of the Food Act. Furthermore, they also violated regulations regarding permits for operating businesses that pose a health hazard. Legal proceedings have been initiated against them.
Water was found to be mixed with flavorings to make it taste and smell like coconut water. Samples were collected and sent to the Department of Medical Sciences for testing for contamination with heavy metals or hazardous chemicals. If the test results confirm that it is unsafe for health, the province will immediately prosecute to the fullest extent of the law, including imprisonment and fines, to deter others from doing so.
The Governor of Samut Songkhram stated that since the end of 2015 to the present, more than 15 coconut processing plants have been inspected. Furthermore, efforts are being made to encourage new entrepreneurs to properly comply with FDA (Food and Drug Administration) standards. Due to limitations in verifying the authenticity of coconut water versus counterfeit coconut water-a technical and legal issue at the national level-coordination has been undertaken with the FDA and the Department of Medical Sciences to develop accurate testing methods and establish a unified standard for law enforcement. The governor affirmed that they will not ignore the problem and will take decisive legal action against unscrupulous entrepreneurs to protect public health and maintain the reputation of Samut Songkhram coconut water.
