Chairman Sophon Initiates Legislative Push to Revamp Thai Local Governance

Bangkok: Revolutionizing Thai local administration, "Chairman Sophon" launches an offensive! Welcoming three local government associations, he pushes forward five stalled parliamentary laws to be reinstated under the constitution, aiming for true continuity, transparency, and sustainability. On April 29, 2026, Mr. Sophon Saram, President of the Parliament and Speaker of the House of Representatives, welcomed Mr. Visut Chongchuwani, Mayor of Borabue Subdistrict Municipality, Maha Sarakham Province, in his capacity as President of the Association of Municipalities of Thailand, along with representatives from the Association of Provincial Administrative Organizations of Thailand and the Association of Subdistrict Administrative Organizations of Thailand. They met to discuss reconsidering five draft bills under Section 147 of the 2017 Constitution, after these bills had been rejected during consideration by the Senate.

According to Thai News Agency, the five draft bills cover important laws related to local government administration, such as local elections, provincial administrative organizations, municipalities, sub-district councils, and sub-district administrative organizations, as well as local personnel regulations. Key provisions include adjusting candidate qualifications, lowering the minimum age for candidacy, abolishing term limits for local administrators, revising qualifications and disqualifications, and revoking the National Council for Peace and Order (NCPO) Order No. 8/2017. If approved, these draft laws will enhance the efficiency of local administration, promote the provision of public services, and ensure the continuous and sustainable implementation of government policies.

Mr. Sophon stated that proposing legislation is the best approach for local leaders to benefit the wider public, and affirmed, in his capacity as Speaker of Parliament, he is fully supportive of such action.
