Director-General of Royal Rainmaking Project Resigns Over Unusual Meeting Request

Bangkok: The Director-General of the Royal Rainmaking Project has resigned, citing an unusual meeting request from a minister's nephew. The Director-General, Mr. Rachen Silapraya, announced his resignation following a proposed transfer, stating his decision was made to maintain the dignity of civil servants.

According to Thai News Agency, Mr. Rachen, who led the Department of Royal Rainmaking and Agricultural Aviation, revealed that although his retirement was originally scheduled for August 7, 2026, he decided to resign earlier, effective June 23, 2026, after discussions with his family. He emphasized that his resignation was not due to pressure but was instead a move to uphold the honor of civil service.

Mr. Rachen described the attempt by the minister's nephew to arrange a meeting as unusual. The nephew intended to discuss aircraft maintenance, with the meeting proposed outside a government agency. Mr. Rachen confirmed that he has documented all communications related to this matter. He also mentioned that the 2027 budget request, reviewed before Mr. Suriya assumed his role as Minister of Agriculture and Cooperatives, adhered to standard government procedures. The department oversees more than 30 aircraft that require maintenance for safety standards, and Mr. Rachen assured that all procurement processes were transparent and verifiable.

He further expressed concerns regarding the increasing fuel costs, which have surged from 39 baht per liter to over 53 baht per liter, potentially impacting operations. Despite reporting this issue to his superiors, no progress has been made.

Mr. Rachen concluded by affirming that a civil servant's duty is to implement policies within the legal framework. However, he noted that should principles be compromised, resignation remains a viable option to preserve one's integrity. He expressed his willingness to be scrutinized on all matters.
