DSI Prepares to Summon Key Figures in Iris Scanning Investigation

Bangkok: The Department of Special Investigation (DSI) is set to summon Thammanat and Narumon for questioning next week concerning their involvement in a photograph as witnesses at the signing ceremony of a Memorandum of Understanding (MOU) between the Ministry of Digital Economy and Society and a Singaporean private company. The investigation pertains to an iris scanning scheme linked to the exchange of digital currency and the unauthorized acquisition of data from 1.2 million Thai citizens.

According to Thai News Agency, Pol. Lt. Col. Surawut Rangsaip, Deputy Director-General of the DSI, disclosed details about a search operation targeting five locations in Bangkok. The targeted sites include TIDC Holdings Co., Ltd., TIDC Worldverse Co., Ltd., TIDC Co., Ltd., M Vision Public Company Limited, and a residence in Ladawan Village. The operation aims to gather documentary and physical evidence under the Worldcoin project, potentially violating the Computer Crime Act B.E. 2550.

During these searches, the Special Investigation Unit seized documents and discovered four iris scanning devices at one location. This step is crucial for tracing where the iris scans of Thai citizens were stored and transferred, with implications for national security. The DSI is currently in the process of amassing sufficient evidence and interviewing witnesses to consider charges against potential perpetrators.

Pol. Lt. Col. Surawut mentioned discussions with the Securities and Exchange Commission (SEC) regarding the Digital Asset Business Act B.E. 2561 and its potential application to the case. The novel nature of the case has prompted collaboration with the Cyber Police, with clarity expected in the coming week. The DSI aims to classify this as a special case, advancing the investigation.

The investigation also delves into the origins of the iris scanners, with documents indicating coordination between TIDC Worldverse Company Limited and an overseas company for their importation. The company was established after the MOU was signed on March 27, 2024, but further investigation is required to confirm the timeline of the scanner acquisition.

Pol. Lt. Col. Surawut indicated that the shareholder structure of the Singaporean company involved in the MOU is under scrutiny. Additionally, the DSI plans to summon Thammanat Phromphao and Narumon Pinyosinwat to clarify their roles as witnesses in the MOU signing.

Inconsistencies in testimonies from individuals like Prasert Chantharawong and Wisit Wisitsora-at have emerged due to the time elapsed since the events. The DSI is coordinating efforts across multiple agencies, emphasizing the significance of the case due to its national security implications.

The agency seeks information from the 1.2 million citizens affected by the iris scans, encouraging them to come forward. Ongoing investigations aim to align with the broader understanding of iris scanning technologies, with updates to be communicated to the public as they arise.
