Philippines to Lead ASEAN in 2026 Amidst Regional Challenges

Manila: The Philippines is set to take on the ASEAN chairmanship in 2026, steering the bloc under the theme "Stepping Towards a Shared Future" during a period marked by power struggles and regional conflicts. Associate Professor Dr. Piti Srisangnam, an economist at Chulalongkorn University, discussed the implications of this leadership shift on the Good Morning ASEAN program on MCOT NEWS FM 100.5. He highlighted the challenges facing the region, including unrest in Myanmar, territorial disputes in the South China Sea, and the influence of major powers that threaten ASEAN unity. The Philippines intends to spearhead negotiations for a legally binding code of conduct in the South China Sea, ensuring that ASEAN leads these discussions with China.

According to Thai News Agency, the Philippines' agenda for its ASEAN chairmanship is centered around three main pillars. The first pillar, peace and security, aims to strengthen the regional security framework and promote the ethical use of artificial intelligence in maritime early warning systems and disaster relief. The second pillar, the Prosperity Corridor, focuses on digital transformation, with the ASEAN Foundation playing a pivotal role in providing AI skills training to 5 million ASEAN citizens and supporting 120,000 small and medium-sized enterprises. The third pillar involves empowering human resources by integrating AI into public health, education, and supporting an aging society.

Dr. Piti cautioned that the Philippines might encounter obstacles due to internal political strife, particularly the discord between the president and vice president, which could hinder cabinet unity. Additionally, tensions among member states, such as the ongoing Thailand-Cambodia issues and the instability in Myanmar, pose challenges to ASEAN's centrality in the face of global competition.

For Thailand, which will take on the ASEAN chairmanship in 2028, the focus must be on establishing key agendas now to prepare for its role as Vice-Chairman in 2027. Thailand's ability to demonstrate constructive leadership amidst regional instability will be crucial for building alliances and restoring international confidence.
