United Nations: The United Nations Security Council has unanimously adopted Resolution 2788 (2025), aiming to reinforce the mechanisms for peaceful conflict resolution worldwide. The resolution urges member states to effectively utilize various peaceful dispute settlement methods outlined in Article 33 of the UN Charter, such as negotiation, mediation, and arbitration, while supporting the Secretary-General’s mediation efforts.
According to EMM, the resolution emphasizes inclusive participation of women and youth in conflict prevention and stresses cooperation with regional organizations. The UN Secretary-General highlighted ongoing global conflicts, pointing out the critical need for effective conflict resolution as international law is frequently violated, and displacement and hunger are at unprecedented levels.
The resolution also calls for the Security Council to be more representative of current geopolitical realities. The UN officials and member states underscored the importance of diplomacy, preventive diplomacy, and mediation as tools for achieving sustainable peace. They also highlighted several successful multilateral initiatives, such as the Black Sea Initiative and the Cybercrime Treaty, as evidence of progress in global cooperation.
Several delegates, including those from Guyana and Pakistan, emphasized the importance of multilateralism and the need for the Security Council to reflect the modern world. They also called for reforms to ensure the council’s effectiveness and representation, particularly for African nations.
Preventive diplomacy was a key theme, with multiple delegates stressing its importance despite often being overlooked in media coverage. Slovenia’s representative noted that conflict prevention is both a moral imperative and a strategic necessity. Meanwhile, Denmark and Liechtenstein highlighted the value of mediation as a cost-effective alternative to conflict.
Regional cooperation was also emphasized as vital for conflict resolution. Slovakia’s and Thailand’s representatives noted the importance of regional organizations in understanding local dynamics and contributing to peaceful settlements.
Council reform was another urgent topic, with several delegates stressing the need for changes to enhance the council’s legitimacy and capacity to address conflicts. The support for the International Court of Justice as a tool for peaceful dispute resolution was reiterated by Ireland’s representative, who called for states to accept its compulsory jurisdiction.
Ongoing conflicts, such as those in the Middle East and Ukraine, were discussed with calls for diplomacy over military solutions. The United States urged ceasefires and peaceful resolutions, while China called for rejection of “the law of the jungle” in international relations. Iran’s delegate emphasized that peace is achieved through justice and diplomacy, not through force.
The adoption of Resolution 2788 marks a significant step in the UN’s efforts to enhance its toolkit for peaceful conflict resolution, reflecting a collective commitment to multilateralism and international peace.
