Bangkok: Suriya Jungrungruangkit, Minister of Agriculture and Cooperatives, has clarified the circumstances surrounding the transfer of the Director-General of the Royal Rainmaking Project, stating that it is unrelated to any close associates. Suriya explained that the decision was primarily influenced by the Director-General's impending retirement and the need to provide opportunities for the younger generation.
According to Thai News Agency, Suriya commented on the proposal to the Cabinet to reassign Mr. Rachen Silapraya from his current role as Director-General of the Department of Royal Rainmaking and Agricultural Aviation to the position of Inspector-General within the Ministry. Suriya urged the public to consider whether a simple refusal to answer a phone call from someone claiming close ties could justify a transfer at such a high level. He stressed that throughout his political career, dating back to 2002, he has never exercised his authority to transfer civil servants based on personal dissatisfaction.
Suriya outlined that the reshuffle was influenced by multiple factors. He emphasized that the Ministry, which primarily serves grassroots communities, requires expedited and concrete assistance measures. He mentioned that civil servants nearing retirement might face limitations in their work, thus making room for younger personnel to contribute more effectively a key consideration in the reshuffle. Addressing Mr. Rachen's claim that a relative of the Minister attempted to contact him to secure an aircraft maintenance contract, Suriya declared that if true, such actions would be illegal and could not serve as grounds for the Director-General's transfer. He further stated that his nephew confirmed a phone call requesting a meeting but denied any such conversation took place.
Regarding allegations of requests for budget information for fiscal year 2027 from affiliated agencies to be submitted to the party headquarters, Suriya clarified that he did not discuss these matters but acknowledged the request for information. He explained that since the Pheu Thai Party is responsible for overseeing the Ministry, reviewing budget information is crucial to ensure alignment with party policies and the Budget Bureau's framework. He appointed Mr. Sarawut Nuengjamnong to discuss the matter on his behalf. Suriya expressed his openness to Mr. Rachen's request for a dialogue and readiness to address any concerns to achieve mutual understanding.
