Bangkok: Supamas Isarabhakdi, Minister attached to the Prime Minister's Office and Chairperson of the Safe and Creative Media Development Fund Committee, has unveiled a strategic plan to elevate Thai media on the global stage. The initiative, termed the "Dual Value" strategy, was discussed during the 6th/2026 meeting of the Safe and Creative Media Development Fund Committee, aiming to merge economic gain with societal benefits through high-quality content dissemination.
According to Thai News Agency, the committee approved a draft 5-year intellectual property rights management plan, which is designed to systematically enhance and spread the works supported by the Fund. This plan, attended by Mr. Thanakorn Srisukhsai, Manager of the Safe and Creative Media Development Fund, and various expert committee members and representatives from relevant agencies, seeks to open up broader opportunities for Thai media both domestically and internationally.
The strategy focuses on creating "Dual Value," which integrates social and economic advantages, thereby allowing creative media works to reach a more extensive audience and generate sustainable income. The plan comprises five pivotal approaches: developing an intellectual property database, categorizing works, setting quality standards, enhancing marketing and distribution channels, and creating sustainable work development models. Additionally, it provides guidelines on copyright management, licensing models, and compensation rates for clear utilization of intellectual property.
Ms. Supamas emphasized the importance of continuous practical applications for projects supported by the fund. The initiative prioritizes establishing a robust system for rights protection, quality improvement, and distribution, ensuring that creative media reaches a wider audience both locally and internationally. The impact is measured comprehensively, taking into account both economic value and public benefits.
The evaluation process of the works' value will be conducted across three dimensions: financial return (In Cash), media value from goods and services (In-Kind/Media Value), and social impact. This approach aims to highlight opportunities for revenue generation and public benefits, particularly in providing safe and creative media and enhancing the media ecosystem.
Additionally, the meeting discussed the progress of accepting project proposals for funding in the fiscal year 2027. Applications will be open from October 1st to November 15th, 2026, via the fund's website. Following an initial review by the office, proposals will undergo further evaluation by the preliminary review working group and the project screening and development subcommittee from November 16th to December 29th, 2026.
In January 2027, the Executive Subcommittee will review and approve the proposals, with results being submitted to the Fund Committee for acknowledgment. The approved projects will be announced, followed by an orientation session and the signing of grant agreements in February 2027, allowing proposers to plan their project implementation within the allotted timeframe.
